The purpose of this study was to: 1. provide a descriptive account of what tenants' associations are doing or have done; 2. provide the basis for recommendations directed at tenants themselves, officials and elected representatives, on ways in which tenant representation and organisation might be developed or improved. General nature of tenant organisation; geographical distribution; internal organisation, resources and support; activities engaged in; relationship with other groups; relationship with landlords and their representatives.
