Analysis of Rate Support Grant (RSG) allocation with respect to needs, resources and political variables, and their change over time as an optimal programming problem solved by quadratic optimisation methods. As far as possible the original Department of Environment data are used. Variables RSG needs element, RSG resource element, rateable values (domestic and non-domestic), expenditures, a wide range of needs indicators.
