To study the political culture which lies behind the new form of political organization known as `Popular Power' which began as an experiment in the Cuban province of Mantanzas in 1974 and was extended to the rest of the country in 1976. Attitudinal/Behavioural Questions The existence and meaning of democratic procedures in Cuba; democracy and the Leadership; the image of the Leader; elitism; work experience; political knowledge; knowledge of international figures; basic knowledge of Marxist Theory; awareness of the transition to socialism; the role of women in a socialist society; moral vs. material incentives; voluntary work; economic distribution; the legal system; popular power; participation in the learning of political culture; functioning of the 'Circulos de Estudio'; extent of participation in decision-making assemblies; transition towards the `New Man'. Background Variables Sex, age, occupation, membership in the Communist party and Union of Communist Youth, educational background.
